The minimum recommended CWL version is 1.0.15

OKEs running versions < 1.0.15 should update their CWL to correct a critical serial fragmentation layer bug that causes data loss.

The latest version of the CWL is 1.0.16

All new CWL development should use the latest version.

CWL version 1.0.16 adds support for Custom Server Endpoints
